    In order to protect and rationally develop superior mineral resources, China continues to exercise total mining control over rare earth and tungsten ores.On July 15, the Ministry of Natural Resources and the Ministry of Industry and Information Technology issued a notice on the control of the total mining amount of rare earth minerals for tungsten in 2020 (hereinafter referred to as the "Notice"). According to the notice, the national total mining amount of rare earth minerals in 2020 will be 140,000 tons, and the national total mining amount of tungsten concentrate will be 105,000 tons.According to the requirements, the total quota of rare earth mining shall be distributed to the six mining enterprises under the group, and the two departments will strengthen the inspection, supervision and administration.According to relevant data, China's total rare earth mining quota in 2018 is 120,000 tons, and in 2019 132,000 tons.Data from the last three years show that China has increased its rare earth mining plans in an orderly manner to further meet market demand while strictly protecting resources and the environment.

    According to the notice, the national mining quota for rare earth minerals (rare earth oxide REO, the same below) in 2020 is 140,000 tons, including 120,850 tons for rock type rare earth minerals (mainly light rare earth minerals) and 19,150 tons for ionic type rare earth minerals (mainly medium and heavy rare earth minerals).The national tungsten concentrate (65% tungsten trioxide content, the same below) mining total control index is 105,000 tons, of which the main mining index is 78,150 tons, comprehensive utilization index is 26,850 tons.The above indicators include the first set of indicators issued by the Ministry of Industry and Information Technology of the Ministry of Natural Resources on issuing the 2020 Total Control Index for Rare Earth and tungsten Mining (the First Batch) (No. 33 [2020]).

    At the same time, the circular requires that relevant provincial authorities in charge of natural resources, industry and information technology should do a good job in the decomposition and distribution of indicators in strict accordance with regulations, and reach the city, county or enterprise within 20 working days after the issuance of the circular.The total control index of rare earth mining shall be distributed to the six mining enterprises under the rare earth group.After assigning the total amount control targets for rare earth and tungsten mining, the provincial competent departments of natural resources shall organize the municipal and county-level competent departments of natural resources in which the mines are located to sign responsibility letters with the mining enterprises, clarifying the rights, obligations and liabilities for breach of contract.Local departments in charge of natural resources at various levels shall organize mining licenees to conscientiously implement the rare earth mining monthly report and tungsten quarterly report systems, and carry out direct online report in a timely, accurate and standard manner.Measures should be taken to practically strengthen the verification and inspection of the implementation of rare earth ore and tungsten ore indicators. Problems encountered in the work should be reported in a timely manner.Local departments in charge of natural resources at all levels and the departments in charge of industry and information technology should strengthen communication and coordination, cooperate closely, share information, and jointly supervise and manage the total amount of rare earth and tungsten mines.
