At the National People's Congress, Zhou Qinghe brought "Suggestions on Promoting the High-quality Development of Graphite Industry".He introduced, on the one hand, China's low-end graphite products overcapacity, market supply exceeds demand, a large number of precious resources are easily lost overseas at a low price;On the other hand, products with high technological content and high added value cannot be independently developed and must be imported at several times or even tens of times the price of exported products.The scene is reminiscent of "rare earth pain".

"China's graphite industry development, there are several major problems: first, environmental protection awareness is weak, pollution is more serious;Second, graphite market order disorder, many precious resources low loss to overseas;Third, the industrial structure imbalance, graphite products' low output and high import 'serious."Zhou Qinghe said.To promote the high-quality development of graphite industry and transform the resource advantages into industrial advantages, technological advantages and economic advantages is an important subject to be solved urgently at present.

He suggested that efforts should be made from three aspects: first, to control the total amount of graphite production, strengthen mining management, and introduce supportive policies to promote the concentration of high-quality graphite resources to enterprises with high technical content, so as to enhance China's voice in the international graphite market;Second, establish the export monopoly system, strengthen the strategic reserve of graphite resources, and reasonably restrict the export of natural graphite;Third, increase investment in graphite research and development and tackle key problems, and strengthen the training of high-end scientific research personnel.National key laboratories and research and development centers will be established to transform high value-added and high-tech graphite scientific and technological achievements into industrial products in a timely manner.We will set up special funds, improve supporting policies and supporting facilities, and support technological transformation, transformation and upgrading of relevant enterprises.
